a. Consider Action Regarding the Oahu Planning Process Review Implementation Plan
The Oahu Planning Process Review (OPPR) was undertaken by OahuMPO to develop a set of potential improvements to OahuMPO’s planning processes. The resulting Implementation Plan offers a number of possible changes for further evaluation and study. OahuMPO staff is seeking agreement from the Policy Board to allow staff to undertake those evaluations. An intergovernmental review period was recently completed and the resulting comments are provided as an attachment to this agenda. The OPPR documents can be reviewed here:

Requested Action: Consider the formation of a Permitted Interaction Group to review the intergovernmental comments made about the OPPR and to make a recommendation to the full TAC regarding a recommended course of action for the Policy Board to consider.
VI. New Business
a. Review Final Draft FY 2016 Overall Work Program Revision #2
The Overall Work Program (OWP) is OahuMPO’s annual budget and schedule of planning studies to be completed. Revision #2 to the FY 2016 OWP proposes to add the Transit Fares Scenario Modeling Study at a cost of $130,000 ($26,000 Local + $104,000 FHWA-PL), which will be managed by the Honolulu Authority for Rapid Transportation. Requested Action: Discuss and recommend approval of Revision #2 to the FY 2016 OWP to the Policy Board.
b. Discuss Federal Performance Measures and Performance-Based Planning Requirements
On March 15, 2016, the US Department of Transportation (USDOT) published final rules regarding the Highway Safety Improvement Program (HSIP) and the National Performance Management Measures for HSIP. On April 18, 2016 USDOT also published a Notice of Proposed Rulemaking (NPRM) for regulations that would make progress towards the following national goals:
- Congestion reduction – To achieve a significant reduction in congestion on the NHS;
- System reliability – To improve the efficiency of the surface transportation system;
- Freight movement and economic vitality – To improve the national freight network, strengthen the ability of rural communities to access national and international trade markets, and support regional economic development;
- Environmental sustainability – To enhance the performance of the transportation system while protecting and enhancing the natural environment.
OahuMPO staff will present a summary of the available information for the benefit of TAC members and for any discussion.

c. Review Development Schedule for the next Oahu Regional Transportation Plan
With the approval of the Oahu Regional Transportation Plan (ORTP) 2040 on April 13, 2016, the 5-year clock has now started for the completion of the next ORTP. OahuMPO staff will present a proposed task list and schedule to complete the next ORTP by April of 2021.
