a. Consider Formation of Permitted Interaction Group for Oahu Planning Process Review Implementation Plan
The Oahu Planning Process Review (OPPR) was undertaken by OahuMPO to develop a set of potential improvements to OahuMPO’s planning processes. The resulting Implementation Plan offers a number of possible changes for further evaluation and study. OahuMPO staff is seeking agreement from the Policy Board to allow staff to undertake those evaluations. An intergovernmental review period was recently completed and the resulting comments have been documented by OahuMPO staff. Requested Action: Consider the formation of a Permitted Interaction Group to review the intergovernmental comments made about the OPPR and to make a recommendation to the full TAC regarding a recommended course of action for the Policy Board to consider.

a. Review Final Draft Oahu Regional Transportation Plan 2040
The Oahu Regional Transportation Plan (ORTP) 2040 is a Federally-required planning document that establishes a long-range vision for surface transportation on Oahu and identifies projects and programs to help achieve that vision. Projects in the ORTP become eligible for Federal funding assistance. The ORTP must be updated at least every five years. The deadline for the next update is April 2016. A public and intergovernmental review and comment period for the draft ORTP was completed on March 28th. OahuMPO staff will present a summary of the comments received, the recommended disposition of the comments, and the Final Draft ORTP 2040. Requested Action: Discuss and recommend the Final Draft ORTP 2040 for Policy Board consideration.
b. Review Final Draft FY 2017 Overall Work Program
The Overall Work Program (OWP) is OahuMPO’s operating budget and also identifies all planning studies, projects, and other work elements upon which staff will work in the coming fiscal year. A public and intergovernmental review and comment period was completed on March 28th. A summary of the comments received, their recommended disposition, and the Final Draft of the FY 2017 OWP will be presented for review and consideration by the committee. c. Review Draft FFYs 2015-2018 Transportation Improvement Program Revision #9
The Transportation Improvement Program (TIP) is a four-year schedule of surface transportation projects for Oahu, and it programs Federal funds for those projects. Requested Action: Discuss and recommend FFYs 2015-2018 TIP Revision #9 for Policy Board consideration.
