The goal of this work element is to establish an objective, empirical means for the installation prioritization of pedestrian/traffic signals. This system will refine the method currently in use. Refining the current method will increase public confidence and better withstand legal challenges that may arise. Currently Federal funding requires the warranting of all traffic signal installations per the MUTCD but is silent on a required method to prioritize the installation after the signal has already been shown to be warranted.
