Intergovernmental Review of Federally‑Funded Programs: “Transportation Alternatives Program – Urban Submissions FFY 2017-2020”

The Oahu Metropolitan Planning Organization (OahuMPO) is soliciting comments on the Transportation Alternatives Program – Urban Submissions FFY 2017-2020. We are contacting agencies whose interests may be affected by the projects and are asking for their assistance in this review process.

The objective of the Transportation Alternatives Program – Urban FFY 2017-2020 is to provide funding for programs and projects defined as transportation alternatives, including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community improvement activities.

The Ala Wai Pedestrian and Bicycle Safety and Mobility Project

Consists of three complimentary yet independent components:

Bike/Ped bridge over Ala Wai canal to connect Waikiki and McCully/Moiliili.
Multi-use Travel way along Ala Wai Boulevard
Pedestrian and bicycle crossing and approach improvements to the Ala Wai Boulevard and McCully Street intersection. The applicant is applying for funding to support Planning and Preliminary Design (PE-1) and Final Design (PE-2). Based on the results of environmental and permitting studies, one or more components of the project will move into final design.

Expansion of Bikeshare to its optimal density to substantially increase the utility of the full network as more stations come online, increasing revenue projections for every previous station.

East Kapolei Rail Station Multi-modal Access Improvements

Planning, designing, and construction of multi-modal access improvements to the East Kapolei Rail Station including the following:

Pedestrian crossing (either elevated bridge or at-grade) connecting the East Kapolei Station to the mauka side of Kualakai Parkway, where a park and-ride lot is planned.
Bus and Handi-Van pullouts and stops.
2,700 feet of concrete bike path to connect existing multi-use path segments along Kualakai Parkway. Pedestrian connections from Department of Hawaiian Homelands housing.
