Central Oʻahu Transportation Study

The Central Oʻahu Transportation Study looked at the transportation needs of people who live, work, and play in Central Oʻahu, both now and in the future. The study evaluates how well the transportation system is working for people who travel to, from, and within Central Oʻahu, and includes evaluating how future, planned development will affect travel. The study examined transportation system improvements, strategies, and policies that can improve regional transportation mobility and access.

The Central Oʻahu Transportation Study region included Whitmore Village, Wahiawā, Mililani, Waipiʻo, and Waikele.

Current Status (Complete) 

The Central Oʻahu Transportation Study is complete and was approved by the Policy Board on November 26, 2019.  Read the Final Report and Recommendations.

Public Participation

The Central Oʻahu Transportation Study took a multi-pronged approach to public participation.  In addition to leaving a comment at any time on our website and joining us for a community meeting and/or at community events, citizens also participated on the study’s virtual stakeholder panel.  This panel allowed citizens to provide specific feedback about their commuting patterns, taxi/ride-share use, bicycle improvements, pedestrian improvements, and transit improvements. You can watch previous Senior Transportation Planner, Amy Ford-Wagner and Transportation Planner, Kiana Otsuka further discuss the study and stakeholder panel on Kukui Connection.

The survey results, as well as other input submitted to us on this webpage and at community meetings, helped to inform the decision-making process about proposed projects.  Survey results may be viewed below:

Wahiawā Town Hall Meeting

Staff from the OahuMPO engaged Central Oʻahu residents at the Wahiawā Town Hall meeting on May 9, 2019 at Wahiawā Middle School.  Staff asked residents about their preferred transportation projects they’d like to see in the Wahiawā and Whitmore Village areas, and about transportation concerns they have.  Many who came to talk story mentioned concerns about safety along California Avenue, particularly the need for better sidewalks, and better maintenance of the roads.

Wahiawā Pineapple Festival

Although the Wahiawā Pineapple Festival on May 4, 2019 at the Wahiawā District Park was cancelled due to the rain, staff from the OahuMPO asked those who arrived at the event early to set-up and volunteer for their transportation project preferences.

Blue Zones Wahiawā Wellness Update Meeting

Staff from the OahuMPO engaged Central Oʻahu residents at the Blue Zones Wahiawā Wellness Update meeting on April 2, 2019 at the Wahiawā Hongwanji Mission Social Hall.  Staff asked residents about transportation projects they’d like to see in the Wahiawā and Whitmore Village areas, and about transportation concerns they have.  Many who came to talk story expressed concerns about the safety of students and kūpuna walking, particularly along California Avenue.  Specific concerns include  the need to maintain and improve sidewalks and the danger of crossing the street.

Wahiawā Blue Zones Community Kick-Off Event

Staff from OahuMPO engaged Central Oʻahu residents at the Wahiawa Blue Zones Community Kick-Off Event on June 9, 2018 at Kaʻala Elementary School.  Staff asked residents to tell them about transportation improvements they’d like to see in the Wahiawā and Whitmore Village areas, and any transportation concerns they have.  Many people who came to talk story with us expressed the need for more frequent bus service,

Community Meeting #2

The second community meeting was held on Thursday, November 16, 2017 at 6:30PM at Kanoelani Elementary School.  Community members learned more about and provided feedback on proposed roadway, transit, bicycle and pedestrian projects.

Community Participation – Wahiawā Blue Zones Built Environment Committee

Staff from the OahuMPO participated in the Wahiawa Blue Zones Built Environment Committee meeting on November 14, 2017.  Community members who participated were primarily concerned about safety, and many people emphasized the importance of the Safe Routes to School program.  The Safe Routes to School program is being proposed as a project recommendation in the DRAFT Task 4 Deliverable E-1: Project Evaluation and Preliminary Ranking Memorandum.

Community Presentations – Wahiawa Lions Club & Neighborhood Board #25


Staff from the OahuMPO presented study updates to the Wahiawa Lions Club (July 5, 2017) and Neighborhood Board #25 (October 25th, 2017).  This included how citizens can get involved with the study and voice their opinions.

Senior Transportation Planner, Amy Ford-Wagner and Transportation Planner, Kiana Otsuka talked about the Central Oahu Transportation Study with Marilyn Lee on her show, Kukui Connection.  The episode debuted on May 4th on ‘Ōlelo.  If you missed this episode on TV, you can watch it here.

The First Community Meeting that was held on November 30 from 7:30pm til 9pm at Mililani High School was a great success with many members of the community coming out to provide their input.

There were numerous display stations by the study team, the Department of Planning and Permitting’s Sustainable Community Plan team, TheBus, HART, and Vanpool.
