a. Final Draft Oahu Regional Transportation Plan 2040
The Oahu Regional Transportation Plan (ORTP) 2040 is a Federally-required planning document that establishes a long-range vision for surface transportation on Oahu and identifies projects and programs to help achieve that vision. Projects in the ORTP become eligible for Federal funding assistance. The ORTP must be updated at least every five years. The deadline for the next update is April 2016. A public and intergovernmental review and comment period for the draft ORTP was completed on March 28th. OahuMPO staff will present a summary of the comments received, the recommended disposition of the comments, and the Final Draft ORTP 2040. Requested Action: Consider approval of the Final Draft ORTP 2040.
b. Transportation Improvement Program Revision #9
The Transportation Improvement Program (TIP) is a four-year schedule of surface transportation projects and programs for Oahu. The current TIP covers years 2015-2018. Twice annually proposed revisions to the TIP are entertained to allow for adjustments that reflect changes in project development and implementation. Revision #9 is an amendment, which means that it proposes significant changes to the TIP and requires a public review and comment period and review by the Technical Advisory Committee prior to consideration by the Policy Board. The public review period ended on March 28th, and the TAC (TAC) is scheduled to consider the amendment at their April 8th meeting. All public comments received regarding the draft amendment will be presented to the Policy Board. TIP Revision #9 includes the Transportation Alternatives Program projects that were solicited and prioritized earlier by the OahuMPO.
Requested Action: Approve Revision #9 to the FFYs 2015-2018 TIP, as presented.CAC Request to Provide Testimony
c. At the February 24th meeting of the CAC, the committee recommended language for a resolution regarding effective public involvement in implementing Complete Streets and requested that the resolution be transmitted to the City as testimony. Transmission of a resolution would require the Policy Board’s approval.
The draft resolution states, in part, “…the CAC supports effective public involvement in the implementation of complete streets, provided that the required processes further the systematic implementation of complete streets in Honolulu…” The draft resolution can be viewed here: https://www.oahumpo.org/wp-content/uploads/2016/02/OMPO-resolution_final-language.pdf
