The Public Participation Plan is a Federal requirement for all metropolitan planning organizations (MPOs), per 23 Code of Federal Regulations (”CFR”) §450.316. Moreover, it is an important component to ensuring that the tax-paying public is given ample opportunity to access, review, and comment on plans, studies, and other documents as they are being developed. The OahuMPO Public Participation Plan will help members of the public and affected organizations understand: 1) the OahuMPO transportation plan development process for major planning products (including the Oahu Regional Transportation Plan [“ORTP”] and the Transportation Improvement Program [“TIP”]), and 2) how to participate effectively in that process. The procedures outlined in the Public Participation Plan will be reviewed periodically and updated as necessary to ensure a full and open participation process.

January 2022
The Intergovernmental and Public Review period for the Public Participation Plan ended on January 14, 2022. All comments have been reviewed and addressed.

December 2021
Intergovernmental and Public Review was held from December 10, 2021- January 14, 2022.
November 2021
OahuMPO staff presented a summary of comments received throughout the entire PPP development process to the CAC on November 3, 2021. The comment sheet can be found here. The staff noted categories of changes made, along with a count of each. The staff reiterated to the CAC that major changes were not made, however, due to the lapse in time, the document was being presented again before going out for Intergovernmental and Public Review.
The Public Participation Plan was presented to the Technical Advisory Committee and Policy Board in November 2021. The final draft of the PPP can be found here. The presentation slides for the Public Participation Plan can be found here.
October 2021
The Public Participation Plan draft was presented to the Citizens Advisory Committee ahead of the Technical Advisory Committee and Policy Board in efforts to address CAC concerns about sufficient time for the committee to review and comment before further action is taken. The OahuMPO requested feedback from the CAC between October 6, 2021- October 22, 2021 and received no comments.
September 2021
The Public Participation Plan final draft was distributed to the working group for review and comment. The document distributed can be found here.
July 2021
The Oahu Metropolitan Planning Organization (OahuMPO) addressed comments and feedback received from partner agencies, stakeholders, and MPO committees. Various edits were made to the document, particularly noted corrections and graphic design, with no major changes to the overall document.
February 2020
The Oahu Metropolitan Planning Organization (OahuMPO) is releasing the final Draft Public Participation Plan for public and intergovernmental review. The Public Participation Plan’s purpose is to inform Oʻahu residents, members of the OahuMPO network of agencies and organizations, and other stakeholders of multimodal surface transportation on how the public can participate in OahuMPO’s planning processes.
