Notifying the Public of Rights Under Title VI

The Oahu Metropolitan Planning Organzation (OahuMPO) operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. Any person who believes she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with the OahuMPO.

A complainant may file a complaint directly with the Federal Transit Administration by filing a complaint with the Office of Civil Rights, Attention: Title VI Program Coordinator, East Building, 5th Floor-TCR, 1200 New Jersey Ave., SE, Washington, DC 20590

Title VI Investigation and Complaint Procedures

The OahuMPO complies with the applicable Title VI requirements, and regularly monitors its plans and programs for compliance based on the Title VI performance measures. However, any person who believes that he or she has been subjected to discrimination on the basis of race, color or national origin by the OahuMPO may file a Title VI complaint by completing and submitting a Title VI Complaint Form (PDF). A complaint may also be filed by a representative on behalf of such a person. Completed complaint forms should be sent to:

The OahuMPO follows the Title VI investigation and complaint procedures developed by the State of Hawaii Department of Transportation. Please refer to the Hawaii Department of Transportation Office of Civil Rights for information on the OahuMPO nondiscrimination obligations and complaint procedures. In order to have the complaint considered under this procedure, the complainant must file the complaint no later than 180 days after the alleged incident.

Once a completed complaint form is received, the OahuMPO will review it to determine if it is complete and if our office has jurisdiction. Within ten (10) working days of receiving a complaint form, the OahuMPO will notify the complainant in writing, informing her/him of whether the complaint will be investigated by our office and of the anticipated timeline for completion.
