Committee Role

Citizen input to transportation planning is a necessity. To help achieve this, the OahuMPO approved the formation of the Citizen Advisory Committee in 1977. The CAC is the foundation of OahuMPO’s public involvement process. The CAC is a volunteer group consisting of representatives from community organizations, professional associations, neighborhood boards, and the private sector. It provides an avenue for obtaining public input for Policy Board deliberations on transportation issues. Besides providing input directly to the Policy Board and the Executive Director, the CAC assists in developing public participation programs to solicit general public input. Comments received from the CAC members and non-members are treated equally.

The CAC generally meets the third Wednesday of each month. (Please check the calendar to verify that a meeting is scheduled.) CAC meetings are open to the public and provide an opportunity for interested parties to hear and discuss transportation issues with the appropriate project administrators or decision-makers.  Meeting notices are posted on the OahuMPO website as well as on the Hawaii State Calendar of Events.

You may download the current Bylaws of the CAC. (Bylaws amendment approved by the Policy Board on November 26, 2018)

The City and County of Honolulu is using the OahuMPO Transportation Improvement Program (TIP) public involvement process, as outlined in the Federal Highway Administration/Federal Transit Administration metropolitan transportation planning regulations (23 CFR 450/49 CFR 613), to satisfy the public hearing requirements for the Federal Transit Administration’s Urbanized Area Formula Program (49 U.S.C. Section 5307) program-of-projects.)
