Committee Role
The CAC is one of the two advisory bodies to the OahuMPO Policy Board. Per its bylaws,”The CAC shall be a vehicle whereby public input can be solicited to advise the Policy Board and the OahuMPO Executive Director on transportation planning issues in
accordance with the OahuMPO Participation Plan; and a means of keeping citizens’
groups and the public informed of the aims and progress of the cooperative,
comprehensive, and continuing transportation planning process. The CAC, through its
Chair or designated representative, shall provide input on important matters raised at
CAC meetings to the Policy Board at regular scheduled meetings or by written report.”
Meetings
The CAC meets every 1st Wednesday of the month from 2:00 pm to 3:00 pm at the Honolulu Hale Room 301. This schedule is subject to change. Public Notice of meetings and agenda are posted in accordance with Hawaii’s Sunshine Laws.See the OahuMPO home page, the City and County Event Calendar, or the the Hawaii State Calendar of Events.
The City and County of Honolulu is using the OahuMPO Transportation Improvement Program (TIP) public involvement process, as outlined in the Federal Highway Administration/Federal Transit Administration metropolitan transportation planning regulations (23 CFR 450/49 CFR 613), to satisfy the public hearing requirements for the Federal Transit Administration’s Urbanized Area Formula Program (49 U.S.C. Section 5307) program-of-projects.)
Members
Per its Bylaws, “The Citizen Advisory Committee
consists of non-governmental organizations and City and County of Honolulu
neighborhood boards as approved for CAC membership by the Policy Board. The
CAC shall be broadly based, include minorities and disadvantaged groups, reflected
through the composition of its member organizations, and have an interest in and
concern for the transportation planning process.”
Organizations interested in becoming members are encouraged to attend CAC meetings first. The application process includes earning at least four attendance credits within the twelve months prior to submitting a membership application.
