WHAT IS THE OAHU REGIONAL TRANSPORTATION PLAN?

The Oahu Regional Transportation Plan (ORTP) is the official guide for the development of the major surface transportation facilities and programs to be implemented on Oahu. It is a long-term vision document that outlines transportation goals, objectives, and policies for Oahu. The plan identifies mid-range and long-range strategies and actions that are designed to promote the development of an integrated, intermodal transportation system that facilitates the safe, efficient, and economical movement of people and goods.

Recognizing that the ORTP is a blueprint for identifying the development of future transportation improvements on Oahu, it should be noted, however, that the inclusion of a project in this plan does not guarantee its construction. Rather, it allows a project to begin a series of more detailed evaluations and to be eligible for Federal funding. During these more detailed evaluations, a project could be postponed or terminated for any number of reasons, such as environmental impact, cost, or lack of public support.

This regional planning document is required by a number of State and Federal rules and regulations, which include the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). These requirements are mandated by the United States Department of Transportation as a means of verifying the eligibility of metropolitan areas for Federal funds earmarked for surface transportation systems.

The Oahu Metropolitan Planning Organization (OahuMPO) updates the ORTP at least every five years to ensure that transportation decisions are based on current information and community priorities. As part of each update, future population and employment are projected and corresponding changes in travel patterns, revenue, and construction costs are forecast to validate and test past and new directions for transportation development on Oahu.

Evaluation and implementation of projects contained in the ORTP is the responsibility of the OahuMPO's participating agencies, not of the OahuMPO itself.

The ORTP 2035 was adopted by the OahuMPO Policy Committee in April 2011. The plan reflects population, housing, employment, environmental, land-use, and technology changes forecast to the year 2035. Click here for more information.
