WHAT IS THE OAHU REGIONAL TRANSPORTATION PLAN?

H-1 Ramps at Honolulu International AirportThe Oahu Regional Transportation Plan (ORTP) is the official guide for the development of the major surface transportation facilities and programs to be implemented on Oahu. It is a long-term vision document that outlines transportation goals, objectives, and policies for Oahu. The plan identifies short-range and long-range strategies and actions that are designed to promote the development of an integrated intermodal transportation system that facilitates the safe, efficient, and economic movement of people and goods.

TheBusRecognizing that the ORTP is a blueprint for identifying the development of future transportation improvements on Oahu, it should be noted, however, that the inclusion of a project in this plan does not guarantee its construction. Rather, it allows a project to begin a series of more detailed evaluations and to be eligible for federal funding. During these more detailed evaluations, a project could be postponed or terminated for any number of reasons, such as environmental impact, cost, or lack of public support.

Evaluation and implementation of projects contained in the ORTP is the responsibility of the OahuMPO's participating agencies, not of the OahuMPO itself.

In accordance with Federal requirements, the Oahu Metropolitan Planning Organization (OahuMPO) revises the Regional Transportation Plan (RTP) every five years. The ORTP 2030 was adopted by the OahuMPO in April, 2006, and amended in May 2007. The development of the next Oahu Regional Transportation Plan is anticipated to start in early 2009. The update will reflect population, housing, employment, environmental, land-use forecasts and technology changes forecast to the year 2035. Click here for more information.
