OVERALL WORK PROGRAM FOR FISCAL YEAR 2011

The FY 2011 OWP was approved by the OahuMPO Policy Committee on June 1, 2010. It was approved by the Federal Highway Administration and the Federal Transit Administration on June 21, 2010.

The FY 2011 OWP includes fifteen planning studies, or work elements, with a combined budget of $2,461,755. It presents both those initiatives that will commence in FY 2011 and provides a status of the twelve planning studies that were programmed in earlier years on which work continues.

The public review period for the Draft Revision #2 to the FY 2011 Overall Work Program is currently underway.

The Oahu Metropolitan Planning Organization (OahuMPO) has submitted a competitive grant application to the Federal Highway Administration (FHWA) to conduct a planning study that will assess the vulnerability of key transportation assets to the impacts of climate change. Grant awards are expected to be announced on Friday, September 3, 2010. If OahuMPO is successfully awarded a grant (we asked for $82,000) the FY 2011 Overall Work Program (OWP) will need to be revised to reflect and account for this new work.  

We are asking for input on draft Revision #2 to the FY 2011 OWP in advance of the grant award announcements in order to provide adequate time to reflect and comment on the potential change. The terms of the grant require that the funds be expended in short order, and there simply will not be enough time following the grant announcement for a full review period. Obviously, if OahuMPO is not awarded a grant, no revision to the OWP will be necessary.
