Oahu's transportation system is vital to our economy, our community, and our lives. The Oahu Regional Transportation Plan (ORTP) is the blueprint that guides investments in the island's transportation system to reduce congestion, build new sidewalks and bicycle facilities, improve transit service and access to transit, enhance safety and security, and maintain freight access. The ORTP communicates the long-range vision and transportation goals, objectives, and policies for Oahu. The document also identifies specific highway and transit projects and programs that are planned for the next twenty years.

logo ORTP 2035The OahuMPO updates and revises the ORTP every five years in accordance with Federal regulations. It is an essential part of the continuing, cooperative, and comprehensive statewide multimodal transportation planning efforts conducted in Hawaii. The ORTP serves as a means of verifying the eligibility of Oahu for Federal funds earmarked for its surface transportation systems. It is important to recognize, however, that the inclusion of a project or program in the ORTP does not guarantee its construction or implementation. Rather, it allows a project to begin a series of more detailed evaluations during which a project could be postponed or terminated for reasons such as environmental impact, cost, or lack of public support.

The OahuMPO is currently in the process of updating the ORTP to 2035. It is anticipated the update will be completed in early 2011. For information about the ORTP 2035 and how you can participate, please click here.

The ORTP 2030, as of Amendment #1, was endorsed by the OahuMPO Policy Committee in April 2006. A copy of the report in Adobe Acrobat PDF format may be viewed or downloaded here. The effort to update the plan to 2035 will begin in early 2009.
