(2016) Contra-Flow Update Study

The purpose of this study was to improve the AM and PM peak traffic congestion in the Primary Urban Center by identifying and quantifying if additional contra-flow measures are feasible in the peak travel periods.  Major east-west arterials or minor arterials under the City’s jurisdiction will be targeted, including but not limited to King Street, Dillingham Boulevard, Kapiolani Boulevard, Waialae Avenue, and appurtenant collectors such as Ward Avenue, Kalihi Street, and Houghtailing Street.  The study also evaluated existing contra-flow measures currently in effect and recommended retention, deletion, or modification.
