REPORT OF THE OMPO TRANSPORTATION ENHANCEMENT EVALUATION PANEL TO THE OMPO POLICY COMMITTEE
The Transportation Enhancement Program for Oahu provides that projects requesting transportation enhancement funds be submitted to the OMPO Policy Committee for initial concurrence. They are then transmitted to the State Department of Transportation (State DOT) for eligibilit6y determination. The eligible projects are reviewed by OMPO’s Evaluation Panel which includes staff representatives from: (a) the Policy Committee (up to 13), (b) the Technical Advisory Committee (TAC), (4) and the Citizen Advisory Committee (CAC) (4).
The Panel reviews and prioritizes the candidate projects in accordance with the criteria and measures established in the Transportation Enhancement Program for Oahu. The Panel’s recommended prioritized listing of the eligible projects is distributed to the TAC and CAC for review, and to the Policy Committee for its consideration prior to approval of a final prioritized project list. The approved list is transmitted to the State DOT for its consideration in developing the Statewide Transportation Enhancement Program, and subsequent funding consideration through the Statewide and Oahu Transportation Improvement Program process.
While several representatives from the Policy Committee attended at least one earlier Panel meeting, the eight panelists who participated in the final prioritization of projects represented City and State transportation and planning agencies (4) and the CAC (4). Each panelist independently grouped the twenty-two projects high, medium or low categories. The tabulated results are shown in parentheses () on the listing in section 3.
