Overall Work Program

The Overall Work Program (OWP) serves as the key management tool for monitoring State and City transportation planning activities on Oahu. It lists work elements which define planning project objectives and tasks, and identify budgetary and staff requirements needed to carry out the projects.

The OWP covers planning studies, but does not include preliminary engineering or construction projects. All work elements included in the OWP are done by OMPO or by a State or City agency, either in-house or by a consultant. While federal finding is available for the planning studies, a twenty percent local match must be provided by the implementing agency. For this reason, any suggested work element would need to be accepted and endorsed by one of the State or City agencies. This is to ensure a commitment to provide the local match as well as to conduct the study.

Procedures for Suggesting Work Elements for the OWP

1. Fill out form on the back of this page, specifically noting the subject of the study, its purpose, the impact of the work, and possible tasks that could be included. You may attach additional paper if necessary; if your attachments are longer than 3 pages, please provide 2 copies.*
